SUMMARY
Unlikely to be European
Identification: . Thorax: Humeri black, mesonotum black with grey pruinosity. Pleurae predominantly yellow. [pleurae black with strong patches of orange/yellow around wing bases and below humeri. Coxae yellow with some white dusting]
Head: Palpi short, not reaching the anterior part of the mouth opening. Occiput black, Middle part of occiput (viewed from the side) with reddish- yellow spots. [genae strongly white dusted.] Frons mostly red/yellow (face black with gray dusting). Ocellar triangle blackish-brown, two OR bristles
Legs: Hind femora with only one black (distal) ring
Abdomen: Tergites black with a broad dark yellow border distally, pleural membrane yellow
Male: Distinctive abdominal outgrowths similar to N. cibaria though broader at the base and with distinctive shape at the end (see Soós diagrams). Additionally there is a "peculiar bulge" on the ventral surface of the 5th urite (see Soós diagram)
Female: Ovipositor latero-dorsally flattened, more blade-like than cylindrical (see Soós diagrams), described by Czerny as glossy brown-red with glossy black on top.
Size: Male: 7.5 - 7.8 mm, female (without ovipositor) 7.7mm

References suggest Mongolia as the location. Only Fauna Europaea indicates a European Country - without references
